Buy a Schrade Sharpfinger and have the spine reground to a sharp edge. You'll still need to buy a sheath, but ergonomically it's bang-on for Pikal. Double edges usually aren't, though.
Ban Tang and Tom Halloran, and Joe Watson all make some nice ones. I am not sure if they are double edged or not, but they probably could make you one that way.
Ban has a forum here, but hasn't been super active here lately. Really great dude and does one of the sharpest edges I've ever had the pleasure of using. I know his books are open right now too...
I do them now and again too.
Although a standard shortblade with the right grip style will do pakal, reverse grip and forward grip and not call so much attention to itself.
I forgot that Goldsworthy Knives also does Pikal knives (misspelled as Pakal), but I don't know if he does them double-edged. There are no pics on his site, but here's the one he did for me (they wouldn't post as images):
I have the Spyderco p'kal folder and it's da bomb! It is extremely sharp, easy to learn how to open and has no disadvantage when compared to a fixed blade. Price has dropped to $150 as well!
