I got my answer from Jay today on the Northwoods Knives Group page on Facebook. He says it was produced in January 2019 and "SKU tells me".

I love the Cocobolo on my knife but Travman's Cocobolo is out this world!

My single blade Madisons date to Jan 2014 and my two blade Cocobolo Madison dates to 2/15. I don't recall a Madison from 2019??

The interesting thing is that I didn't even know there was a 2019 release by KSF. They are real nice knives. I have a elephant ivory from the 2014 release.
