Only certain types of steel will work well with balisongs, if it is too hard it will snap when dropped, if it is too soft the tip will just bend all over the place, there has to be a certain medium, that is why BM chose these steels.
Well....I do wish there were more Balis made over here (the US) with high carbon blades.., but I certainly wouldn't say either 440C or 12C27 are "crap"??? Both good blade steels in my opinion.

Actually, I consider both steels decent, with 440C being the better of the two. 440c was one of the main stainless steels used by custom makers before, 154cm, bg42, 440, etc, and is still used by many custom makers.
The BM42 is 12c27, the 43 and 47 are 440C.
I think that the 440C is a good choice for a balisong. It holds an edge ok, is easy to sharpen, and most importantly, it is resistant to corrosion or rust. The higher carbon steels like the 154 hold a better edge, but are prone to corrosion if not kept clean and oiled. Don't need an too much oil on a bali.
D2 makes a great blade, but is a bit*h to sharpen.
