White paper micarta finishing

What's the best method for polishing white paper micarta handle scales. I have a small buffer and linen wheels and several common rouge compounds but still leaving compound on the scales.

After polishing, scrub the scales with a paste of liquid detergent mixed with baking soda.
Then seal the Micarta with paste wax.

Like bill said but I use a toothbrush (wifes).
