Who can refurb a Manila Folder?

I have a Manila Folder, that I have had for a long time and I would like to have brought back to it's glory.

It is loose now and worse, missing 2 scales on one side. I have had it a long time, flips better for me than anything else, and simply means a LOT to me.
Any suggestions on who could tighten it up and put scales back onto it?
