Jerry has written quite a bit on this topic; he's definitely one of the pioneers and Big Names in using 3V for knives as far as I'm concerned :thumbup: He has always said he sends his 3V blades out for HT. IIRC he used to use Bos, not sure if he still does or not.
The high temps, long soak times and deep cryo required to really squeeze the most out of 3V are just not economical for makers without serious equipment and resources. Especially for a one-man shop like me... the electricity costs alone would price me right out of the market if I only do 6 or even a dozen at a time.
There are of course some independents that do it really well in a small shop, but I suspect they're in the minority by far.
Even with the bigger manu's, you will find with a bit of digging that most trust their 3V HT to professional firms like Peters and Bos that have a ton of experience and know how to get outstanding, consistent results every time :thumbup:
ETA: I met Mr. Hossom very briefly at BLADE last spring, and expressed my gratitude to him about how much I've learned from him sharing his experience over the years. He was very gracious, thanked me, and advised me to pay him back by paying it forward and sharing the knowledge. So... there's that. :thumbup:
