Who sells blanks of their knives? Who is willing to sell them?

Who sells blanks of their knives (preferably heat treated and sharpened)? Also, as a general question, what portion of a knifemaker's time/expense is the handle vs. the blade?
 
It depend so much of the type of handle and the work in it.
For me handle is about 10 min of work for one knife. The handle cost me about 7$ + time.
One knife took me about 30 min to make ans cost approximately 70$ + time. ( including the abrasive belt )
 
I can make finished blades with your design or mine. Cost ratio varies greatly depending on design type and materials used. On a 3 pc. full tang with Micarta scales most of the material cost is in the blade. On a hidden tang there is a lot of extra time in fitting guards, ferrules, spacers, etc. and again there is a big difference in the cost of a block of Micarta and a nice Stag roll.
 
I'd be happy to sell a HT'ed, finished, sharpened blade of mine without a handle... but it won't have my mark on it. I'd be concerned about someone doing a really terrible job on the handle and letting people think it was my fault ;)

As for which takes longer or costs more... as the other guys said, there are so many variables that it's impossible to pin down with a quick answer. On a 9" long 1/4" thick highly-polished bowie with simple slab scales, the handle is a fairly small percentage of the build time. On a 4" thin hunter/EDC with guards/liners/spacers/etc, the handle may take quite a bit longer than grinding and finishing the blade itself.
