Why quarter stops?

My Queen D2 Congress has 4 positions on the main clip blade and only 2 on the other blades, I understand why the halfstops make sense a bigger blade but what's the reason for the quarter stops?

yeow! I thought only the Okapi 907 E had these. My only guess would be to control the closing so you don't cut your fingers off! I am sure some sage will post the real reason soon. I would like to know as well.

A "cam end" would do the same thing. My guess is they did it 'cause they could.
