Will, the Romans did use pouches to some extent, but not to any great extent until pretty well along in their history, say into the Dominate period that followed Diocletian. That was when the Germanic clothing styles moved out from the military to the civilian world and folks began to wear long sleeved tunics and long pants. They also began to wear the heavier belts that allowed larger pouvheds to be attached. Before that, the loweer classes wore a simple tunic, perhaps with a belt of some sort, even a length of rope tied around their waist. If you were wearing a toga, you used a fold in the toga called the sinus as a pouch or pocket. They have also found bronze coin purses that slipped over your hand and had the lid to the purse on the inner side, toward the wrist so that it could not be openned without taking it off. The clasp knifes would fit nicely in the sinus of the toga or in a light pouch carried tied to whatever you had around your waist. They were also frequetly worn around the neck, under the tunic.
