Why the strobe function?

i suppose the strobe might possibly help to disorient someone, perhaps,

imho the one thats completely useless is the SOS function, i could certainly do without that one.
 
I was under the impression that emergency responders/LEOs are trained to recognize a strobe as a call for assistance. True?
 
a strobe light attracts more attention then a steady light. That is why emergency lights flash! A random pattern of flashing is even better, because the naked eye sees these lights faster. Same goes for sound. IMHO the flashing and SOS mode is only valid for signalling.
Using a small handheld light for dazzling a suspect is rather farfetched because an assailant will close his eyes as soon as he is hit by a STRONG light. This gives you some time to whack him in the face with the light and run away. If you want to incapacitate him you would need a very strong beam to flood the area where the suspect is, and that is so strong that even closing the eyes would trigger an strong visual stimuli to his brain.
The Bucha effect can cause disoriëntation, and flicker vertigo is an existing effect in say helicopter pilots, but occurance is "rare".
