I hope nobody is offended by me saying this but it does not appear factory to my eyes. The dimpled flats would be light colored steel if so, as I believe they bead blast them to get down to bare metal despite leaving all the dimples and grind marks.

That being said, all that would really be needed to get that sort of look would be to rub with some finer grade Scoth-brite or steel wool to get down to bare metal.
 
This blade has been stripped. My brother has expressed interest in this blade, so until after I see him tomorrow, 7-23-15, and he gives me the final yes or no, this is on hold.

Bolood is thicker than water. Hang tight.
