Shipping is not the issue. But manufacturers cannot ship to people that they can't certify are qualified (from the mouths of Benchmade).
 
I live in Illinois, not in Chicago & have a F.O.I.D. card so it's legal for me to carry this, I'm I allowed to buy it ???
