They would deem stuff factory seconds because of a little mess up in the peening process or the scale might be slightly off to the blade, maybe an amextra thumb notch or one less was put on.. its usually aomething that you have to really look for. . Definitely nothing that effects the use of the blade or would make it dangerous to use.
