Woodlore style knife in 3V

Looking for a maker to make me a custom Woodlore style knife with following options:

- 4 1/8" long in 3V (only other steel I'd be interested in is M390 or CPM154)
- 1/8" inch thick, no more than 1" tall
- Scandinavian grind at 12.5 degrees per side (25 degrees per side)
- 4.5" Micarta handle rough sanded finish to maintain grip when wet. White canvas/linen with red liners, or Black canvas/linen with red liners
- Handle would be small-medium. I have small hands - about Medium Cadet golf glove size.
- About 1/2" thumb scallops on each side of the scales
- Rounded pommel with hidden lanyard hold like the GSO Survive! style
- 2" of 90 degreed spine in the middle section of the blade. The first one inch from the handle and the one inch from tip would be rounded.
- A sheath would be nice but is not necessary.
- As close to a 50/50 weight balance at the thumb scallops as possible. Tapered and partially skeletonized tangs are fine. You're the knife maker so I leave that up to figure out. Or tell me I'm insane if that's the case.

Qualities I'm looking in the knifemaker:
- Has searchable feedback in any major forum
- Has photos of previous work with 3V steel
- Has a warranty on craftsmanship
- Has good communication
