Square_peg had a good idea about checking the libraries for a catalog.
25 probably means 2.5 pounds (especially if the 5 is higher than the 2).

Looking for the exact same NOS handle probably is chasing a ghost, as they would be rare collectors items. You could probably duplicate the look by buying a handle (such as from House Handle, as 300Six suggested), and carving it down to resemble the old handles:

The 5 is slightly higher than the 2. There is also a 2 all by itself on the front the back and top of Axe what could these signifie ? Saying that its a 2-1/2 lbs Axe is that considered a boys Axe 28" handle or the 32" handle? From some of my reading a 3-5lbs Axe usually has a 36" handle?
 
Typically 28 inches for a boys axe, but compare the eye measurments with the handle specs to be sure you get the right handle.

Don't know the answer to why all those 2 stamps if the head actually weighs 2.5 pounds.

A 3 pound axe can still work well on a 30" handle for some people, and some people would use a 5 pound axe on a 32" handle, so there is some flexibility to the stated ranges. Since you want historical accuracy, then 28 inches is probably correct.
 
So based on the measurements of the eye and the 25 stamp it is in fact a 28" 2-1/2lbs boys Axe I do believe. Was this an Axe that was specifically designed for a yong man then?
 
Nope, it's just called a boys axe. That's the size that is prefect for limbing and doing light chores without having to deal with the full felling axe. I rarely use a felling axe but use my boys axes on a regular basis.
 
You are receiving a lot of good information here! Boy's axe (generally called a 'pulpwood' or more recently referred to as 'chainsaw' axe in Canada, if that makes you feel any better) in fact is going to be perfect for your annual Christmas tree quest. Remove the pitch (sap!) stains with Varsol or turpentine after and then rub the head down with a little bit of oil.
 
A post on the axe forum came up today featuring an NOS 'Perfect' handle. It is pretty much a 'dead ringer' of the now-defunct profile (especially the knob end) of the catalogue axes that you were directed to. Were this one to be a 28 inch it might be worth contacting that forum member to see if he'll part with it.
