Made some research :

It is a auxiliary equipment of Boeing B17F Bomber : The Letter P (under the Commander seat, left) signs where it is located.

but in a historical sense an English company, and in a non historical sense a chinese or indian company, as they are still produced until this day. But you already found out that Elweel made them and Chillington as well. Most likely other would be Wilkinson (they make shaving blades today).

It is not so unusual that USAF, US ARMY, Marines, and US Navy take European tool for our purpose.

Look at Springfield 1903 Rifle (Us Army Drill Team) : it is used from 1903 to late '30 .
USA pay 3.000.000 $ to Mauser (german factory that produce The K98 rifle), to have the right to reproduce the rifle.

Same as : Bofors 40 mm gun (mounted on every WW2 USA ship, .a.a gun) : paid Sweden for original project.
Same as : Oerlikon 20 mm gun. (paid swiss for original project)

Same as : WW2 Icon : P51 Mustang

The Engine : Packard V1650.
This is the Rolls Royce Merlin 63 (Spitfire Engine) exact replica : paid Rolls Royce to have the right).

This because the original american engine (Allison V1710) is not so good at high altitude.

Right : two of the ww2 factory that madre the "D42 model (if we want call so)" are Elwell and Chillington.
It is nearly impossibile to find the exact nane of original factory that made the tool, because there was a lot of factory involved in war production.
so it is hard to say if a D42 is original ww2 or not.

- "D42" is a standard tool on B17? yes.
- Mine copy is original WW2? Hard to say : maybe yes, maybe no.

But I am nota seller, and I don't trust anyone : my father is only a collector.

They mention only "Type D-42" : on inventory of B17.

This is why my father collect WW2 weapons :
With weapons, no problem with the correct identification.
 
Made some research fpr "D 42" axe, on B17 and B24 Bomber.
One of the original "D-42" crash axes in Boeing B17 and B24 are made by DL Auld Company, columbus , Ohio.
The ww2 model is marked with "A" between wings.
Guess it is right.
