I've long been under the assumption that if I used PAYPAL to pay for something and the deal turned sour as long as I filed a claim within 30 days I'd get my money back. No So!

I bought and paid for a knife that never arrived. On the 29th day I filed a claim. PAYPAL informed me they would try to contact the seller and after that resolve the issue. After the ten day waiting period they didn't hear from the seller so they credited my account, WITH $13.00!!!! I'd paid $60.

They informed me that was all they could get and they would continue trying to get the rest. Yeah Right.

So, be aware your funds are NOT guarenteed even using PAYPAL.

I'm currently trying to get my bank to reverse charge to PAYPAL. If that happens that would be Sweet.....
 
You think thats bad, I just had a charge reversed through PayPal as me being the seller. PayPal has seller protection right?? I just got to provide tracking info, well this original transaction that was just reversed last week is from October of 2002 :eek: I thought it was a freaking joke and called, e-mailed, threatened, griped, etc..... How am I supposed to maintain tracking info for TWO YEARS :confused: I thought credit card chargebacks had a limit of 180 days or something :confused:

They claim discover cards are different and they felt that if I waiting for their investigation to complete I would get my money back. Well there investigation was a simple a-s, did you provide tracking? No? We will try to fight this with the buyers credit card company, please give it 90 days... :mad:

I refuse to use PayPal till they fix my account. I have been using them exclusively for several years and have over 600 verified transactions. For them to screw me like this on a 2 year old transaction is ridiculous. I contacted the buyer that initiated this complaint with no luck. Their e-mail address listed is incorrect now and its been so long, nothing sticks out about the details of this transaction.

Funny, this happened AFTER I joined in on that class action lawsuit b/c of past small discrepancies. Then all of a sudden, I am negative $200+ I know its probably just a coincidence, but you never know...

I have been dinged here and there by PayPal but overlooked it for the convenience it offered, but I am not taking a $200+ ding. Its postal money orders for me, for now on :mad:
 
I got scammed off Ebay for a Computer at $2400! Calling paypal was a joke. They froze the scammer's (actually, he had stolen an Identity off Ebay, then created a paypal account to siphon the sale money off) account after only five days, but he had already bought something else and paid $400 of the $2400 balance he had. They were able to recover the residual $2000, and told me tough luck on the rest. I called Visa and the internet Police, who investigated and charged it back to Paypal, so I recovered the whole thing, and paypal got stuck for the extra $400. Served them right, as they refused to reveal any of the guy's information to me or to the POLICE.
Otherwise, I have been happy with them, but much happier as a buy than a seller.
There seem to be many stories of paypal coming back at the seller a month or two later, but 2 years is unbelievable.

How does a complaint that has to be filed within 30 days take almost two years to to be investigated? Very strange!

In my case, the complaint wasn't with PayPal, it was a credit card chargeback initiated with Discover just weeks ago.
 
I paid a 2K computer a friend got on eBay (from a seller wit 2K+ feedback) and he got scammed, and PayPal only returned me $400 :mad:

Basically, Amex, PayPal and eBay told me to FOAD.

Luckily my friend started investigations with the local police on the OC via the web, the FBI, eBay, the whole enchilada, so eventually this mother****er deposited the remaining funds in his PayPal account and they refunded them to me...

But if he wouldn't, we'd be out of $1600, as PayPal just seized what's on the account, and if they seller is decided to scam you, it will withdrawn it 3 seconds after getting it...
 
This is why I DON'T use PAYPAL! Since EBAY bought PAYPAL they suck.
There are things I want to get on EBAY but I don't want to get burnt.

I learned years ago, USPS MO's only. You send them the MO, they default, march right back into the PO and start the process to file mail fraud charges.

Definitely got the attention of a dude that tried to hack me out of a $150 USMC bolo machete.

Full refund received, and then I saw the same piece for sale by him 2 months later.

Ebay begged off.

Protect yourself. Paypal may be quick and easy, but too stinkin risky.

Oh yeah, then there is the Paypal policy on using their service to buy anything gun-related. Screw them.
 
I got suckered for over $300 through an eBayer I had previously had several
good transactions with. After I never received the knives I had ordered I filed
with Paypal. When seller never responded to Paypal they told me I was out of
luck...The sellers account didn't have enough money to recover, so I was screwed.
Paypal suX if anything ever goes wrong, and eBay refuses to do anything about
lying sack of $4!t no good scum sucking sheister sellers. Am I bitter...You bet
your knappy's I am. :mad:

You see the logo that says you are protected up to $500 (at least that is what I think it says).
But I got ripped off on a $15 dvd on ebay, and read the faq on paypal claims.

#1 - there is a $25.00 deductible...so I was sol on the movie anyway.

#2 - you are limited to 2 claims per year.


I still use paypal, though.........I've just learned that "guaranteed" has a different meaning there..........
 
My company takes Discover card and I am familiar with their policies. There is something very wrong here. A recently initiated chargeback from October 2002 is something that is extremely hard to understand, as it violates Discover's own rules for investigation of chargebacks. Discover is the most lenient of the credit card companies. I would suggest that you do further research into what happened with this transaction. There is no way they can win with an investigation almost two years after the charge was made.

I would agree but the fact is PayPal has taken the money out of my account b/c I could not provide tracking info. They didn't really care if it was two years or not. Here is how they left me waiting

We have disputed the chargeback on your behalf and must allow the
buyer's credit card company 75 days to reply to our dispute. Please
contact us after 75 days for the outcome of the dispute. Thank you in
advance for your patience.

Like you said, I would imagine they would win this dispute.
Do you really think if I e-mail them back in 75 days that they will refund my money?? I think I have a better chance of finding a custom Onion on ebay for $19.95 ;)
 
As a piece of advice. If you can find sellers who take credit cards directly you can do that and know two things. 1. The seller is at least a company rather than an individual and 2. You will win a chargeback every time no matter what is or isn't shipped to you.
