The ZT200 is a linerlock, the ZT 300 with the AO is a framelock.
 
can't speak for tadgear, but their site currently has a little note next to the ZT knives banner: Military and LE sales only.

if all dealers do this, then looks like i'm fresh outta luck.
madfast, the ZT line will not be sold just to Military/LE/PS folks. The dealers that stock the ZT line will be able to sell the knives to the general public as well. No problem. Your luck must be changing ;) .
