$150 and under best folder? No assisted opening or flippers please.

Spyderco Sage 1 is closer to $100 than $150.

I like the carbon fiber scales, it feels great in my hand, is not too bulky in the pocket, and has a good clip with good placement. It is a liner lock with a 3" full flat ground fairly traditional Spyderco blade shape. I think all the Sages have essentially the same blade. If it meets your use needs, IMO it is excellent bang for the buck with superior design, great materials and good workmanship. Downsides are not made in USA, if blade shape or general look of the knife does not appeal, or of course if you need bigger, smaller, stronger, lighter and so on.

the spyderco military is one of the best knives around, i like the regular linerlock and the larger size more than the para. the spyderco police 3 and manix 2 are all great as well.

i also think the zero tolerance 0550 is great knife for $150

+1 for the ZT 0550 if overbuilt tanks are what you are into. If you like slicers I say go for the spyderco.

26 bucks w/shipping, COAST FX350, frame lock, G10, full flat grind, thick spine, robust frame lock 9Cr18Mov blade steel. Which means it has .9-1.0% carbon and 18% chromium with molybdenum and vanadium thrown in. An absolutely first rate frame lock and blows everything else away in its class. 3.75" of blade too in a very useful drop point. Config. Look it up you folks will be impressed I ain't kiddin. keepem sharp

If you can wait a month or so, Buck's Custom Shop will make you a nice 110 in S30V, nickel silver bolsters, and upgrade scales - and engrave it - delivered for your $150. You should be able to land a Benchmade Bone Collector folder in either size (15020 or 15030) and walnut (-2) with D2 blades, thumbhole, and AXIS lock. For a traditional lockback/thumbnick, the 15050, also D2 and available in cocobolo (-2), lists for less than the $150. These are what I consider amongst my favorite Benchmades in your price range, with the 755 MPR being my favorite EDC - but it's a bit higher and has a thumbstud. I also love my S35VN/G10 Native5... but they are hard to find! Good luck.
