2-3" Folder ~$700

I would highly recommend the A.G. Russell Acies 2 framelock. It is just under 3" blade, is 3 ounces and is a beautiful folder. I've owned both the full size Acies and the smaller Acies 2. Both were as well made and nice to handle as any folder I've owned, and I've had many. It is $295 and in stock. A gorgeous knife with a ZDP-189 blade-steel at 64-66 Rc.

One of my favorites in that size is my Dozier folding hunter. You could probably get down close to you weight limit if you hade it made with a synthetic back spacer. They look great in CF.
 
I second the A.G. Russell and the Dozier but contact Chuck Gedraitis. He makes some small beauts.

The A5 pic was mine and is awesome. Not as cool but truly functional is the CR Inkosi and 375$
 
I know it's way cheaper than your target at $230, but have you looked at the Southern Grind Spider Monkey? Just a tad longer blade than you wanted at 3.25", but it carries very small. It's close to hitting your weight target at 3.2 ounces. If you love CF, the Spider Monkey has some awesome CF work on the scales and it's not a flipper, just good old thumbstuds.

It's a really well executed knife. Don't let the pocket clip throw you either, it's actually quite functional.

A tad over your weight requirement, but I find the 3" Hinderer XM-18 non flipper to be a great EDC
I have been eyeing the work of Larry Withrow in the makers folders section of the exchange-never handled one , but they look interesting.

I've looked at this knife at least 25 times in the last 3 days and have come so close to snagging it. The only thing holding me back is the tanto blade, I've never had a tanto and I'm a little worried about sharpening it.
