Recommendation? 2" fixed blade horizontal carry?

If you are still looking for a fixed blade such as your original post, you might consider contacting Blasted Hill knives who has posted a number of defensive style blades for sale in the ‘Fixed Blade’ sales. He has some amazing prices and designs, and will make customer designs. He is finishing one for me presently with a horizontal kydex sheath.

TDI Ladyfinger comes to mind if 2" is the maximum. Personally I'd go with the TDI Investigator or TDI Small, but they're both over 2" and only the Investigator has a horizontal factory sheath. The Small has a number of aftermarket horizontal sheaths available, but that doubles the price. BTW, OP, BladeHQ also has a search function that's better than KC's as you can search by blade shape.
 
I carry my Esee knives horizontally using the sheath they come with. I just run 550 paracord and a cord lock. Then I can position it between the belt loop to prevent side to side motion. I also have an armatus sheath for my Bradford Guardian 3 and love it.

2" fixed blade

For self defense
Bro, no offense but I highly reccomend pepper spray. I once took out entire group just with pepper spray (except one guy who ran away upon seeing he'll have to 1v1 me if he stays).

Small fixie is nice to have for utility use, but as far as self defense goes, at that lenght a tactical flashlight or even tactical pen might be a much better option. Also far less legal trouble if you do have to use it in that way.
 
Not sure where you're getting the laws from. For one never tell a cop you're carrying for self defense or expect them to know current knife laws unless they are a knife guy. Two you said cali, so local laws over rule state, but from legal blade for california state:

No concealed carry for any length fixed blade ( if your shirt covers your knife on your belt it's concealed)
Open carry is okay for almost everything every length (must be fairly visable, not sure actual definition of open)
The <2" is only applied to autos, balis, and gravity knives.
Open carry in CA is defined as the handle of the knife is fully visible

TDI Small with an Armatus sheath (yes, he makes one for the TDI) is what I carry most days horizontally on my weak side with the handle pointed away from centerline. Makes it very easy to remove the knife with my weak hand as my right hand is occupied pinning an attackers hand against my body as he is grappling for my pistol (in the worst case scenario)
