I am with the BSA and the troop I am with does not allow fixed blades except for cooking.

If you are with the BSA, then the idea that a Swiss army knife is what's needed has even more merit. I would still suggest a Victorinox Pioneer or Farmer. If you like those, but want something slightly different, consider the Wenger Standard Issue(my favorite) and the Alox Soldier model from Victorinox. Issued to Swiss troops from 1962 through 2008, they are just the Pioneer model in military dress.
 
Well, with that in mind, then SAK farmer and a RAT 2 or ESEE Zancudo. Both of the last two are 2.93in blades and are robust and sturdy and cost around $30. In fact, a SAK farmer + a RAT 2 will be less than your budget.
