If you were to get a Millie, get the S110V version based on your need for rust resistance. This is a great knife. Otherwise, I would suggest a Spyderco Pacific Salt. It was made for hard work in wet environments and will do quite well. Get the fully serrated version for edge retention.
 
I took off the clip and tested if it can be bolted on the lanyard hole. A 4 mm bolt and nut fits and the clip holds fine. So now i have a tip up clip on my millie. I still have to buy a proper stainless torx bolt and nut, but those are easy to find.
 
Was about to suggest the same. Not exactly lightweight for its size though.

Another option which fits the bill aside from the price range is the 0452. Now available in your choice of G10 or CF.

I had one and regret selling it. It's extremely LW given it's size and materials. Very well balanced

I would also throw a Benchmade 710 in as an alternative to the Military.

Advantages of the the 710; Lock type, tip up, lock seems less likely to be gunked up, More alloys available for the Military though, and the Omega springs can break on the 710.
 
Do the springs in lockbacks rust easily? The millie is still in the list, not out of budget.

No. I live in California, use my bicycle to commute year round to a job of physical labor, knife is usually tucked in my waist band and gets sweaty immediately and stays that way. No rust issues.

That said, Millie is king. Best blade shape, great slicer, phenomenal handle (for a folder), great TIP (which has been neutered on newer enduras).... You can't go wrong with either, though.

If you're buying it with the intention of kicking the crap out of it the Byrd Cara Cara 2 is a great option.

The Military is one of my favorite knives of all time and would serve you very well, but I find that most people shy away from using knives that were at the top of their budget.

The Cara Cara 2 costs less than a decent meal and is one hell of a knife. No, it won't hold an edge as long as a Millie, but you can bring it back to sharp with a couple strokes along the edge of a car window and again, what good is edge holding if you're afraid to use it?

Noted that your Pacific Salt is the fully serrated model. Excellent choice, as the serrations are work-hardened due to the manufacturing process, and it will retain a nice edge much longer than the plain-edge. Not that I have any personal knowledge of the Pacific Salt, but Surfingringo has stressed this point many times in his "fishing" threads/posts. In addition, Sal has mentioned that the serrated salt (H1), with hardness approaching 65-67, has out-cut any other steel in their testing in Golden...
 
Military, Endura 4 FFG, Pacific Salt SE...all are great knives I've had personal experiences with. For woodworking like whittling, I don't know if the Pacific SE would be as good a choice, though. IME, the Endura 4 FFG isn't too difficult to clean by running under water and drying. IME its components are more corrosion resistant than the Military's (my E4's are VG-10 and my Militaries are S30V, S110V and 440V). I think a VG-10 E4 would also be easier to field sharpen than a Military. But if you'll be carrying sharpening equipment it wouldn't make too much difference if the Millie is S30V.

I have been using the millie for a while now. What a great knife. Everything I wanted and more. Great slicer, handles firewood well. The clip however is a pain in the ass even attached to the lanyard hole. I have a training endura and I will try to fit it's clip to the millie, tip up carry.
 
Spyderco military is good and Real Steel Sea Eagle. Both are great! The Sea Eagle punches way above its price point! One of my favorite folders, great for a knife that is around 55 bucks! Spyderco salt it not bad either, or a BM Griptilian in 20CV.
One knife that is really well made is the KC cru-wear manix 2. Great knife, but not stainless.

Very good point. Knives at the top of my budget, while treasured, are rarely carried.
