If the paint has lead in it, I would believe that any water that was in the electro-tub would then also have a bit of lead in it.
I'm not a lawyer, so take this for what it's worth. I would wear gloves, don't lick the clean part, and dispose of the water properly by evaporating the water and taking the residue to a hazmat dump.
