Anyone here having Paypal impose fees on outgoing personal payments?

I wish that there was somebody like paypal but didn't have some of there stupid rules. a friend of mine is selling on ebay and he told me they are now demanding that if you are selling on a regular time you must have a tax number and you have to start collecting it too. they will be turning over there records the IRS for sales tax's for all of the states to get it. paypal is in it too.

eBay is trying to fight that. If it passes it will be for all online merchants not just eBay, or paypal like you seem to be implying. Amazon, your favorite online dealers all of them, if they sell over a million dollars a year, which I doubt your friend does anyway and besides it's not law yet.

does that mean the dealer or the site million dollars a year?? I just dont see it going to pass. talk about a big can of worms.
 
I could be completely wrong but I think I recall reading something that said using a credit card vs a bank account could mean the difference between fees or not.
 
the way I got around it was I had a credit card machine. I just call the person up and got there credit card number and ran it threw the machine. I had to pay them instead of paypal but I had my money asap.

I wouldn't give out my credit card #, especially over a cell phone. Paypal doesn't give out my credit card info, so I use them,
 
i sent 400.00 as a gift out of my pp balance not a credit card a couple of days ago and got charged 2.00

well I am no longer selling so I don't have that problem. I wish you peole well in dealing with paypal. I just will send a money order if the buyer will let me.
 
I was helping a friend use PP and the same thing happened, and he is a very infrequent user. So it must be a change in TOS.
 
From what I know, PayPal has deployed smart software to monitor transactions and deduce if the seller is trying to bypass fees - instead of eliminating accounts, they may start imposing fees on suspect accounts. Mind you - this flagging is done by software so is prone to false positives (and false negatives). They do not have people monitoring gift payments, but smart automated systems.
