Best folder under 250

Since you say you want a thick blade, I'd recommend looking at Lionsteel. They make some really nice knives with the main downside for many being the thick blade stock used. The TM-1 is the smoothest lockback I've ever felt, and it has some really nice 5-axis milling on the integral handle. I've even seen used Tispines sometimes get around that price range (integral titanium framelock, nice intermediate size). Lionsteel also made some folders for Pohl Force, the Mike series gives you a lot of blade but fits compactly in the pocket. I could snap a photo of these three knives later if you're interested.
 
If OP hasn't made a decision yet, I'll recommend the Marilla from Case, or even the Kinzua (specifically the tanto with the gnurled grip). Save yourself a good 80-100 bucks from max budget. These are objectively not what people call "slicey", but they are thick-bladed flippers in good steel, solid builds with sure frame locks, easy geometry to hone. They recently put them out with partial serrations, too, which makes me want another.
 
Cold steel Engage or Recon 1 in S35vn

Either will be amazing.

You can even get a smaller, thinner Engage 3" in S35VN that is awesome. Make sure it's the g10/s35vn model though.

Stay away from the other 3" engage they are ok but the quality just isn't there and they don't hit the same. Cool knives but they don't have that "hell yeah" factor that the others have.

I'm pretty new to the cold steel folder game and I'm just blown away by these.

Find the knife you like for most things (lots of great suggestions have been made), and carry a Milwaukee Tools Fastback for cardboard and such. Around $20, has a pocket clip, carries extra blades, flips open//shut, and keeps your nice knife nice.

Have to agree here, plus, it's an integral as you mention, which is pretty neat. Sleipnir steel is really good as well.
