best folding knife under $25

Try and expand your budget slightly $25 don't get you much.

I'd respectfully disagree. The Swiss Army Knife that Dorito Monk shows would be perfect, and is in that price range.

dreamexecution, If you're comfortable with Ebay, do a "buy it now" search for Victorinox knife under $25, with free shipping.

On Amazon.com, I saw a new Victorinox Climber II for just $16.21

A few misc. points: I've traveled around Turkey, Jamaica, Mexico and throughout Europe, and found that a knife with a few tools on it (i.e. SAK or multi-tool) was infinitely more useful than a single-blade folder. If you want something more stout that locks and could even be used as a last-ditch self-defense weapon, check out these Victorinox knives (again, you can likely find these models cheaper at Ebay).

Regarding knife laws. First, a red-handled SAK gets an (almost) universal pass. The vast majority of people who might see you using it, just think of it as a handy tool (well, outside of Britain - those people think of a Q-Tip as a lethal weapon). Secondly, if you're traveling to Vietnam and China, it won't matter a wit what's "legal" or not. If a cop decides your knife is illegal (or maybe just nicer than his), it's gone. What are you going to do, sue him?

I won't be waving it around like a bimbo, it will be concealed most of the time (obviously)

those Victorinoxs look nice but I don't know if they'll be much use for actual cutting aside from a string of yarn though I do see the practical side of having those tools
 
+1 on the RAT-1. Built like a tank and holds a great edge. If you are unsure of the country's knife laws etc its a safe bet to carry a SAK, very sheeple friendly.
 
Check WallyWorld - they did have one of the Victorinox SAK 'Tinker' series from~$15-$18. Red plastic handled - decent tools - should be innocuous enough for almost anywhere. Their best buy in a pocket folder is, to me at least, the venerable US-made Buck 110 Folding Hunter - still $27 there. Pretty big, however.

Opinel! Get 2 or three for $25. You'll blend right in in Europe with one. Great knives for $7-15.

Alternately, I would also suggest The victorinox soldier/pioneer. The cadet is good too, just a bit smaller. Any swiss army knife really. Especially if traveling, as most countries will allow such knives to be carried.
 
Ka-Bar Dozier is less than $20 on-line and is light,sharp and sturdy. A lot of excellent Victorinox SAKs under $25 as well.

What do you plan to be cutting?

Also, what knife/knives do you currently carry. Just trying to figure out on what basis you conclude that you don't know if they'll be much use for actual cutting aside from yarn.

Also, do some rooting around in bladeforums; I think you won't find very many (any?) negative reviews of Victorinox knives. Do not underestimate the SAK.

Check out a Buck Vantage Select. 420HC steel, FRN handle scales, liner lock with a nice deep carrying clip. It is my beater knife and has taken a lot of abuse. It is quite a decent folder.

Another vote for the Buck Vantage Selects, large and small. Excellent bang for the buck. Very decent knives. I have one of each.

And another vote for the Kabar Dozier line. Very good knives at very good prices. I have three different models. Decent products.

any SAKs are great... but my humble opinion, you will love the pioneer, SOLDIER aor the 84mm sportsman... if you dont use it as self defensed... the SAKs are very decent utility folder...
 
Yes any SAK would work, also the Buck Vantage Select is a great knife in your price range. The CRKT Drifter is also a good knife with a frame lock, had one and I beat the hell out of it then I lost it, fell out of my pocket.
 
dreamexecution. You could not be any more wrong about the lack of cutting ability of the Vic's, They are a serous tool that works. I have used them for 40 years in the construction industry. I never leave the house withour one.
 
I'd highly recommend a SAK. Their blade steel is not bad & I'd suggest you pic up little sharpening stick to keep it going.

The thing about the SAK is they're very useful & many have scissors along with files & saws (Small, yes, but still).

Also, you'll probably pocket carry them, so depending on where you're at, no one's going to see the knife clipped to your pocket.

I don't know about China's knife laws, but I imagine it'd be very open to the LE/Military there. I certainly wouldn't want to "try" it out.

Also, aren't one of the Buck Vantage's around your price-point? The Vantage Pro & Aphid (S30V & Sandvik steel, respectively) are over your budget, but I'm thinking the base model with 420HC steel isn't & those are still pretty good knives.

I'm thinking either a ka-bar dozier, byrd raven or a SAK

problem with the sak is that they're over $25 unless I decide on the cadet version which has the smaller blade though I no longer doubt the usefulness of saks
