Best smaller sized fixed blade for horizontal belt carry (Izula)...??

check out Phil Dobson, in Butte, MT. He makes some sweet little fixed blades, tapered tang, cpm 154, kydex horizontal sheath. his quality is top notch

I'm assuming that is the clip plate that attaches to the sheath..?? looks to me it only works vertical...??

Mostly correct. The boot clip can be mounted for horizontal carry, but it's not a good fit and it makes the whole package "awkward and ungainly". Paracord loops for horiz carry with the OEM sheath work as well as anything.

A G Russell handles a small Keith Murr FB called the Small Companion. It has a slim kydex sheath (IIRC) that can be worn V or H.

The Izula is a great knife but if you're interested in something a little cheaper check out the Boker/Krein Pocket Bowie. It's a great little knife for under 30 bucks. (comes kydex sheath & has a 440C blade)

The Ka-bar short tanto 5in. is very nice. The tanto edge makes it easy to sharpen and have good cutting power, all for a great grip and a good price.
