+1 The Tension is a great value, as are any of Kershaw's value line. Also look at the Enlan/SRM knives in the same price range.

#5 for the Opinel. You really can't go wrong, given you don't want to use it as a dive knife. Mine came shipped for 11 bucks and was hair popping straight out of the box.
 
I'll second Svord Peasant.
Smith and Wesson S.W.A.T. II is worth every penny.
 
Sanrenmu (SRM) 913p or (SRM) Sanrenmu 939 - smooth, fast thumbstud opening... decent lockup on my two anyway.
Can nearly get 1 of each of the above knife models for $20 if you look in the right places so that's 2 knives for the same price... both have black finish likely to wear poorly however and both are sheepsfoot blades (so no stabbing usage.

Or Kershaw Compound/Tremor

All of the above are made in China... FYI.

In the order of preference, I've had all three
CRKT Drifter, just a solidly built knife and so cheap at $13 shipped for the non G10 version.
SRM 710 - Same
Kershaw Chill - Sharpest out of the box for sure, fastest opening, best fit overall in the pocket and least noticeable in pocket, also least liked. It was way too thin to feel comfortable in my hand and the blade profile didn't suit me.
 
Byrd (Spyderco) Cara Cara 2. [Removed], less than $20.00. Awesome knife!

I have handled the Gerber Gardian J1 at my work and it is what it is, its a cheap user knife. Not to downplay Gerber because some of their stuff it great for the money but somebody mentioned a Spyderco Ambitious on eBay for 20 shipped and i guarantee you'd like the fit, feel, and functionality of it over the Gerber, also give any of the CRKT Kasper model a look over, they are doing some fascinating things with knives that stay within a budget. Its a large but balance folder and i sell a ton of them where i work for 20 a pop.

Any of Kershaw's budget line. OSO Sweet, Clash, Compound, Chill, Half Ton...Tremor if you want something a bit beefier.
