I'm guessing no. I would imagine that the slack in the chain would make it difficult to transfer all the energy of the strike into the lock. A lock hanging from a chain would probably be best served with the spike of the hawk and twisting until the chain or shackle snaps.
That's my thought as well. Impressed with the VTAC however. It looks like that spikes a little to big to slide in the hasp. I wonder if one could remove enough metal to make it fit and still be strong enough for the task.
