broken when chopping!!

Whats really alarming as far as quality control goes, at some point during production this knife tang had a structual issue and whoever was manufacturing it felt it necessary to weld the tang on???

This picture looks like there is rust penetration in the fracture area. Which would indicate that there was an existing crack, which propagated under stress, and caused the failure.
