I've occasionally seen them on ebay, but to get a "fresher" one you could try penrithsurvival dot com and search for Betalight. It will cost you GBP 75.00 + shipping

The NRC regulation is for the heavy isotope of hydrogen like is used in research facilities. Usually found in heavy water and needs a special license. The "tritium" in glow paint is bit different.
