The NRC regulation is for the heavy isotope of hydrogen like is used in research facilities. Usually found in heavy water and needs a special license. The "tritium" in glow paint is bit different.

I think you need special license to buy them because tritium falls under regulation by US Atomic Energy Commision the last I read.

Because they think that you going to make tritium bomb.
