Classy Knives

You can get some dress scales for knives you own or find a more gentlemanly knife both are solid options. Many good things suggested already but I will list the 2 knives I have that fit well to this roll.

Maserin 392/CN Starlight
Lionsteel Stag Roundhead European Barlow

There are some variations on the 2 and both fit in the budget
I would also mention the Kizer Feist as a good option as long as you get one free of the problem they did have.
 
I would say general rule of thumb I would add for a classy/dressy knife would be natural materials and a minimalist feel to the design. I don't think locking mechanics should matter other than how it effects the aesthetics.

How is that 940 any more "high end classy" than the Spyderco Delica, Spyderco Tenacious, Benchmade Griptilian, and a Kershaw leek he already has?
You have a good point but I can see the osborne being a tad bit more classy.
 
I'm also going to recommend a traditional slip joint for classy. GEC or Case. Chris Reeve Small Sebenza or Mnandi works, too. The Small 21 can kinda fill a couple roles. Sebenza notwithstanding, I personally don't think knives with thumb studs or holes are (generally) very classy at all, maybe with the exception of some of the Gayle Bradley/Spyderco collabs.
