I use both, but for my waxed cotton balls, I dip them, then compress them into very small cubes, squeezing out any excess wax, as I make them much more compact.
Then just smack with a stick of firewood, boot heel, or smash it with the handle/pommel of your blade to get it ready to go if using a ferro rod, or with a flame, just light a corner of the cube.
Fully compacted I get about 7 minutes, fluffed about 4-5 minutes.
I actually boiled 12 oz of water with a single cube in a soda can on soda can stack stove.
