Looking for a good knife that will last.....
solid lock up
fast deployment
good blade steel
I know all of these things are a lot to ask for this price range, but I know there has to be some pretty good options out there. :D
I was looking at the Kershaw Chill, any opinions??

Only thing I can think of is Ontario Rat 1 folder that you can find for $25 or so. Besides that you can look used from friends or online or go for classic Buck 110 and learn to hold blade and inertia drop the handle for deployment - old school.

for 20?
i would get a small fixed blade:
maybe a mora of sweden
or my favorite for 20..the becker bk13 remora.

for 30ish i would get a buck vantage avid

maybe a CRKT drifter or a kershaw scamp.
 
While not a gentleman's folder, I'm going to throw out the Kershaw Half Ton. It has solid lock up, good steel, fast deployment and can put in the work. It's a pleasant surprise for it's size. :D

One of the very best values.

Second Choice would be an Opinel 7. ($8)
 
The Spyderco Persistence or Tenacious is a good deal, for about $30 dollars. If you're willing to spend 10 dollars more.

It's solidly built, decent steel, easy to touch up and such.
 
Highly recommend the RAT1.
GREAT blade for the price. I've beat the sheet out of it at work (landscaping) and around home. I'm pretty impressed for what I paid.
