EDC Knife Under 6" overall

The dragonfly goes for $94 here, just to show what markups are like.

That's really unfortunate. The dragonfly would be perfect. With that said, of the knives you listed I would go with the Buck vantage or Byrd. Kershaw makes some really good knives too.
 
Considering your price restrictions and the low availability of knives in your area, you won't be able to get anything really great. But, here're some half decent ones that fit all your requirements, and most of your preferences.

Update: Apparently if I buy from the US, I'll have to pay ~50% worth of customs fees, if it's allowed in at all, so it's not really an option anymore.

I got myself a smaller Vic for EDC, but now I'm hankering for a nice, small-medium locking folder
Out of the ones available locally, only the CRKT, Buck, Byrd (some models) and Kershaw dealers don't sell at a ridiculous markup rate, so I've narrowed it down to these:
CRKT Drifter
CRKT Lake
CRKT Pazoda
Kershaw Chill
Kershaw Crown II
Byrd Meadowlark
Buck Vantage

I'll be using it for general utility tasks. Gentleman's knife-like looks are a plus.

Feel free to suggest more knives, so long as it's from the above brands; I sort of want to reward them for not marking up so darned much.

Well, yes, but I checked with the security, and it's just a visual check. He passed my Vic Soldier, so i guess 6.5 is OK with them. I'll edit the OP accordingly. Sorry for the inconvenience.

Oh, and I meant Pazoda 2 in the post you quoted. My mistake.

Keep in mind that a Vic soldier might pass a visual check simply because it is a sak and people don't think of saks as weapons. They might not be so forgiving with a onhanded locking folder.
