I edc a Leatherman PS4 and Thrunite TI light. I'm looking for a sub 30$ knife, sub 3oz, to pair with this edc. I think highly of Kershaw, Spyderco, Victorinox in this low-end category...not sure which models exactly...

Kabar Dozier, Ontario Rat 2, several of Spyderco Byrd line meet those requirement, although shipping to CA might slightly exceed $30.

Several of the basic SAKs will meet your criteria too.

Opinel, size of your preference. Simply one of the best slicers at any price point, although the edge will need some work initially.

To hit all your criteria:
Kershaw Amplitude if 2.5" is enough blade
Kershaw Oso Sweet if you want 3" right at 3oz.

back in the day, the Kershaw OD1 caught my attention but I never had the chance to grab one. It seems difficult to find in Canada now. The Kershaw Cryo @35$ seems tough to beat in this category...

Kabar Dozier Hunter, 3", $20, comes in choice of colors too - http://www.bladehq.com/?search=kabar+dozier+hunter

Several versions of SAK would work as well.

If $ is tight, quite a few different Schrade models will fit the bill as well, under $20
Sch106 models come to mind, msrp for around $20 and can usually be found for around $10, great little cheap beater blades, lightweight (definitely under 3oz.), aluminum or g10 handles with deep pocket clip, you absolutely get a lot more knife then $10-15 worth compared to the bigger brand names... I like to throw them in my online shopping carts whenever I'm just short of the free shipping limit, and give them away as gifts; pay $6-7 shipping, or buy another $10 knife and get free shipping? I go for option B every time, and no complaints yet. My mom even edc's a 106alc (coloshift) I gave her a while back. Serves her well.

A few other models too:
SCH211-212-213-214-217-218

Don't be scared off by the price tag, in my experience Schrade makes the best cheap blade...

(Whatever you do though, in your price range you are more then likely buying a Chinese production knife, just don't buy anything that doesn't have at least 7cr17mov or 8cr13mov steel from a reputable maker; the 3cr crap that Kershaw uses in some of it's $20 models like the duck commanders, kabar warthogs use it, coast uses it in some low end models, the carbon level is so low in that steel I have tin foil that stays sharper longer then those knives... Maybe good for a stainless axe, but not a small edc blade you want/need to hold a cutting edge.)

I second the Ontario rat 2, awesome knife. The Kershaw link send great as well (haven't handled one yet) but I believe it'll be larger than your looking for. Or if not, a SAK Cadet Alox would be perfect

The Byrds are nice. I've had a Robin 2 (comparable to the G10 Dragonfly) for the last couple years and it's very solid. Blade mag just awarded the Cara Cara 2 "best buy of the year"

It use to be named the Buck Vantage Select, but now it's just named the Buck Vantage (Small or Large).

The toughest spec at that price is probably weight unless you get something really small like a Kershaw Ember (2.2 ounce), or spend a little more for something like a Spyderco Centofante (2.55 ounce).

Victorinox tinker is a great size and has a great tool selection for daily carry for use in the city.

The alox Farmer can be had under $30 if you shop around and tr addition of the saw adds a layer but can be handy to have
