I believe it's a XENO Tigere E03 V2, a very nice affordable light ,^)

A Xeno Tiger E03 it is, but V3 version with XM-L led . Paid 34 USD for it in ebay. With 14500 Li-ion battery this thing is BRIGHT.

That is a Vallotan Subilt folder. Really beautiful knife, still trying to figure out if it's slightly too big to carry, or if I need to order one ASAP.
