Good guess as it can look similar. It’s actually a single pass low pressure steam boiler. Obsolete in todays world ( mine were built in 1959) so figured only us old guys would have seen one.

Looks like some kind of heat exchanger, maybe for a small package boiler?

ETA - Looks like you answered above. Thanks for sharing. Cool to see how old some of the technology that is still running indusutrial plants around the country is. We see quite a bit of 1950s and 60s equipment still in use today, just maintained and overhauled as needed.
