It certainly is possible. Perhaps they include them due to the overwhelming demand for them. Maybe it has to do with the lower price on the tags rounding off the bags promised value. Probably just the drinking.Looks like a few bags have been getting Rodents and PD's.
It is possible that after the last installment of OP2W, the appetites have been sated, and the smaller Rodents haven't sold that well, so they are being pushed out into the bags.
I don't see a lot of the Rodent line on the secondary. This could mean they are: A) unpopular; B) so popular they never get sold by their Owners. I tend to think "A" is probably more accurate. The handle style gets a lot of criticism.
The idea of using them to round out bag values makes sense especially if they're not in high demand.
