I think this is overinterpreting steels too much. Both ZDP and VG-10 take very fine edges and therefore are both very suitable for fine PE edge. I would definitely see both as going in the same direction, only ZDP going further than VG-10. If you really want to distinguish them, VG-10 is tougher and is therefore more suitable for harder cutting chores, while ZDP-189 is heat treated harder and has higher edge stability at small edge angles and light cutting chores.
