Well, I can't answer "who" MaxRat is... But I can answer the Who/What.... He's one of the two new SPD's as introduced by Jerry! Swamp Production Driver.
I'm seeing him cracking his SPD bullwhip at production rats to keep them busy at their workstations (so they don't skitter off to steal from Jerry's whiskey station).
