Puukkos are full tang. They may not have exposed tangs, but they certainly have full tangs that go throughout the entire handle and are secured by a buttcap.
Here's a knife with a partial tang. The handle is nothing more than a piece of wood, with the tang heated up and then hammered and burnt into the material.
