That is a Wenger "Pilot". It's made by Dave Wenger, of "Wenger Blades", who I believe is based out of Michigan. If I'm not mistaken, he's produced these out of 80CrV2 and Nitro-V in the past but appears to have recently made the switch to 3V. The blade on this one is 5.25" in length and right at .188" (*3/16ths) thick.
In my humble opinion, you are dead-on with your statement. This would be the perfect "Crewman" fixie, whether "aviation" or otherwise, for guys who work in confined spaces and need to have most of their equipment mounted on their body armor/LBV/kit. When it comes to real estate and weight, it's a relatively small fixie with a lot of big fixie capability.
