folding edc for los angeles area

Wow so a clip alone could be seen as open carry?
But when they say you can't conceal a fixed knife then not even the pommel should be covered by your jacket and the complete knife has to be visible.
In the same state...

Logic would dictate if a pocket clip on a folder counts as non concealed then this should work for a fixed knife as well. Just have some small part of the fixed one show and it's all non concealed and legal.
Somehow I missed your post earlier.

A pocket clip can be regarded as "open" carry if any particular cop decides to see it that way. Maybe the arrest gets thrown out, or maybe a prosecutor decides to see it the same way and you get to go through the system.

There is a big difference between LA law, and state law. Local counties/cities are free to make their own laws, with their own definitions, that are different or more strict than state law.

I do believe there is case law regarding what constitutes a concealed "dirk" or "dagger" under California state law (any fixed-blade capable of being used as a "stabbing weapon" is defined as a "dirk" or "dagger" under CA state law). If I recall correctly, in order for a "dirk" or "dagger" to be considered "concealed" under the law, a prosecutor has to prove that their was a conscious intent to conceal the knife.

And when it comes to the law, logic dictates nothing. Never make assumptions about the law.

When in doubt, consult an attorney. Or take your chances with the cops and prosecutors. I recommend the former rather than the latter.
