Considering that the named user has 0 posts I would assume he is PMing and perhaps looking to do deals with people is how OP would "know". I will say I would be suspect of anyone looking to make deals who has 0 post and an account less than a month old. I would like to hear how we are determining this is a previously banned user I would guess same address as the person they are suspected of being.
 
Ryan Toh has been ripping people off left and right lately. Lots of posts on ig and fb and I assume elsewhere. Watch out guys. This guy's bad news.

Ryan Toh was banned last year. That thread is found when you search Ryan Toh. This morning I was contacted by a seller who gave me this new info including his new email address. When the seller received paypal payment he saw the name and address associated with the PayPal was Ryan Toh in Singapore. So he killed the deal.
 
I have seen the other threads on Ryan Toh but the rest of that answers what I was wondering. Forums staff should probably do a little digging of their own at this point on the new user but looks like the worm is trying to work its way back into the site.

Considering the countless avenues that the con man uses, forum staff members are still doing a great job!

It's thieves like this, make me very thankful for this valuable tool, the GBU.
And I don't wish Evil upon too many people. Ryan Toh, is one of those rare exceptions. I truly hope this POFS thief, meets his maker...someday very soon.

Seems a bit harsh. Glad they guy got the boot again. Thanks to the OP and the mods for looking out for the community. I hope the authorities catch up to him. But wishing death on someone is going too far.

I have an idea, pretty wild I know..but let's just say that rather than to wish someone to expire or meet an untimely end, you just keep scrolling?
It reflects poorly on how you are perceived by the anyone reading for information on the subject-
