the #68 Pattern includes small knives (3.50'') with equal ends, straight design, no belly, no curves, no serpentine, not tapered from one end to the other.

I think it's called a congress because the four blades meet in the middle of the knife when closed and one of the definitions of congress is "the action of coming together."i suppose the congress is an easy one since Lincoln was known to carry one.
I can't find that pattern name in my knife books - I think it came from the fertile minds at GEC!!! Maybe inspired by the bail; a train conductor would have a few handy tools hanging from his/her belt!!Why/whence Conductor?
