Synthetic is the term for a man made material that is identical chemically to the natural material, as in your "Ruby". SIMULATED is the term for fake materials made from glass or plastic.
As far as setting it in a pommel, that is easy for a jeweler, but may be hard for you.
To flat set it,you will need the pommel to be made from a malleable metal - brass, nickel, silver, gold, platinum, .... Then you need to cut a seat in the metal; to hold the stone. The metal is then burnished/pushed onto the edge to retain the stone.
The alternate method is to construct a pommel with a bezel built into the end. This is probably the easiest way to go. It can be as simple as routing out a recess to fit the bezel and soldering the bezel in.On your ruby (assuming it is a real synthetic) you can have the stone mounted in the bezel and solder the whole assembly in as a unit (the ruby will take the heat).
Obviously round stones are easier than other shapes.
