@Feca10ne Why shouldn’t washers rotate? Have I made a grave mistake lubing both sides of the washers?

Because the PB washers are meant to wear against the hardened blade tang and not the scale material.
I wouldn't go as far as saying you made a grave mistake, but doesn't it make more since to have the polished blade pivot on a washer rather than the washer turn/wear against a rough bead blasted titanium scale or liner?

It doesn't really matter, but generally they do not rotate against the scales on a good knife. Lubricating both sides won't hurt anything.
