I have Recon 1 models in all three blade shapes, and I thought the fit and finish on them was excellent; comparable to Benchmade, Spyderco, etc, and in some cases, better. The finger-numbing Triad lock seems to be common though, as is a slow deploy of the blade (related to excess lock bar pressure).
When I get a new Cold Steel folder, the first thing I do is take it apart and tune it. I use 1000-grit wet-and-dry and then a loaded strop to smooth and polish all the mating parts of the blade and lock bar. I also smooth and polish the end of the lock bar spring where it contacts the lock bar, then very carefully (a little at a time) take some of the bend out of it to lighten its action a bit.
The results of a good job of it is a knife that is smooth, easy to operate and, I believe, a knife that performs well above its class. The only clue left to its budget price is the "Taiwan" stamp on the blade. I think the rest shows a quality fit/finish and operation worthy of a much higher price tag.

As luck would have it, bad luck as is typical of me, my new Recon 1 has a crazy weak detent that has developed as I have broken it in. Weak enough that about 1/16 of the edge (basically the full tip) flops out and putting my hand in serious danger. I'm super gunshy about this because I have a scar from a very nasty cut I got when I failed to use the lock on my Adamas Auto resulting in me flaying my pinkie down to the bone.
It's going back to Amazon, and I hope the new one is tighter. I don't mind the blade tip standing a bit proud on something large with a heavy blade like a Hold Out, but this one isn't going to fly.
I do really like the knife though. I went ahead and ordered a snaggletooth for it today, so I should have that in hand by the time my replacement gets here.
I'll go ahead and give it a buff like you suggest when I install the snaggletooth. The triads do break in ok. Nothing like an axis or good frame, but I have 3 CS knives sporting it, and for what they lack in fidget factor they make up for in trustworthiness.
